Crash tests are exposing a troubling divide on South African roads, where budget vehicles can meet statutory requirements while still falling short on the structural protection and safety equipment expected in more tightly regulated markets.

When an entry-level passenger vehicle reaches a dealership floor in South Africa, its final retail price reflects a delicate compromise between production costs, import tariffs, and national regulatory standards.
Yet independent crash-testing data indicates that clearing local statutory requirements does not guarantee structural protection during a collision.

Data published under the joint #SaferCarsForAfrica initiative — conducted by the Automobile Association of South Africa (AA) alongside Global NCAP — has exposed significant safety disparities across popular budget models. The findings highlight how structural engineering decisions, component choices, and regulatory lags intersect across the country’s motoring landscape.
Testing the Metal
In standardised 64 km/h offset frontal collision tests, laboratory sensors measure the kinetic force transferred to occupants during an impact.
Recent assessment cycles evaluating high-volume commuters and compact crossovers revealed structural vulnerabilities across base-specification models:
- Hyundai Grand i10 (Base): Recorded 0 Stars for adult occupant safety, with technical reports noting bodyshell instability and severe driver chest injury risks.
- Toyota Starlet (Base): Achieved 0 Stars for adult protection due to cabin deformation and restraint limitations under frontal load.
- Kia Sonet (LS Base): Scored 1 Star, compromised by structural deformation in the footwell matrix and an absence of standard curtain airbags.
- Toyota Corolla Cross (XS Base): Produced at Toyota’s Prospecton plant near Durban, the locally assembled crossover achieved 2 Stars, penalised in side-impact evaluations for omitting side-curtain airbags on lower-tier variants.
- Chery Tiggo 7 Pro & GWM Haval Jolion (Base): Imported budget crossovers plateaued at 2 Stars, limited by weak structural responses and missing side head-protection measures.
In multiple instances, vehicle safety cells were designated as “unstable”, indicating that the cabin structure could not endure further mechanical force without collapsing inwards onto occupants.

Economics and Equipment Differences
The divergence between local build specifications and those sold in heavily regulated international markets points directly to market dynamics and taxation structures.
Under South Africa’s Automotive Production and Development Programme (APDP), local assembly plants — such as Volkswagen in Kariega, Isuzu in Gqeberha, and Toyota in Durban — operate alongside a steady stream of completely built-up (CBU) imports from India, China, and Japan.
However, import duties, ad valorem taxes, and currency fluctuations significantly inflate retail costs.
To keep entry-level vehicles accessible to consumers facing tight credit constraints, manufacturers often adjust feature specifications. While advanced driver-assistance systems, side-curtain airbags, and Electronic Stability Control (ESC) are mandatory standard equipment across Europe, they are frequently offered only as premium options or omitted entirely from base models sold locally.
“We are basically saying these vehicles are not safe enough, benchmarked against our European and Australian counterparts,” said Bobby Ramagwede, Chief Executive Officer of the Automobile Association of South Africa, in an interview with Moneyweb. “If a manufacturer has the time to sell customers alloy wheels, leather seats, and Apple CarPlay, and still removes the very thing that will save a life, they can definitely do better.”
Ramagwede rejects the industry argument that installing complete safety suites will price lower-income buyers out of the market.

“That argument treats safety as a luxury add-on to be bought rather than an essential standard,” Ramagwede notes. “When manufacturers hide behind local legislation, it is not a legal crime—they comply with statutory minimums. But knowing you could produce safer vehicles for South Africans at a marginal cost difference makes it a moral issue. Manufacturers must revise their margin expectations.”
The Industry Perspective
Automotive manufacturers operating in South Africa emphasise that all vehicles distributed through official channels comply fully with national laws.
Industry representatives maintain that vehicle pricing must balance safety technology with economic accessibility in a country where public transport alternatives remain limited.
“Every vehicle marketed by our member companies meets or exceeds the mandatory homologation requirements governed by South African authorities,” said a spokesperson for the National Association of Automobile Manufacturers of South Africa (NAAMSA). “Automotive safety is a complex equation involving road infrastructure, vehicle maintenance, traffic law enforcement, and driver behaviour.
“Manufacturers must operate within the legal parameters set by national regulators while ensuring mobility remains affordable for the broader public.”

The Legislative Bottleneck
The statutory baseline for vehicle approval rests with the National Regulator for Compulsory Specifications (NRCS), operating under the Department of Trade, Industry and Competition (DTIC).
South Africa’s compulsory vehicle standards are derived from United Nations regulations. However, the adoption of updated global revisions has proceeded slowly. While the UN World Forum for Harmonisation of Vehicle Regulations (WP.29) continually updates requirements for side-impact testing, pedestrian safety design, and mandatory stability control, South African homologation standards have lagged behind these international updates.

Public policy analysts point out that this regulatory delay enables both local plants and importers to legally distribute models with older structural architecture and minimal passive safety equipment.
The Regulatory Counterweight
When questioned regarding vehicle safety discrepancies, state regulatory bodies point to the formal homologation framework. The National Regulator for Compulsory Specifications (NRCS) maintains that all vehicles approved for local distribution comply strictly with current legal standards.
However, in response to growing pressure from civil society and motoring advocates, the NRCS has initiated a formal legislative update process. A recently published Government Gazette outlines proposed amendments to national vehicle standards, aiming to mandate higher baseline safety measures — including Electronic Stability Control — across entry-level imports.

Policy analysts note that the regulator’s gradual pace reflects a delicate policy balance: updating technical standards to protect lives while avoiding sudden regulatory shocks that could inflate vehicle retail prices and stall local assembly operations.
Demands for Reform
With South Africa recording thousands of road traffic fatalities annually, transport analysts emphasise that structural crashworthiness serves as the critical last line of defence when collisions occur.
The AA and international motoring safety organisations continue to call on the Department of Transport and the NRCS to update national vehicle standards, mandate standardised safety-rating displays on dealership floors, and establish an independent African NCAP testing facility.
Until national compliance baselines are formally raised, the structural protection built into a vehicle will remain closely tied to the retail price tier a motorist can afford.
